Why is Bo Peep and sheep impossible? You could dress up as Bo Peep and make sheep costumes for the dogs. Get two inexpensive hooded sweatshirts made for small dogs like Chihuahuas. Use a hot glue gun and glue cotton all over the front back and hood of the sweatshirt. Make two black triangles out of felt and glue them on the hood for ears.
