Can I get grandmother's rights to have visitation with my granddaughter?

My son is not present figure in my 15month granddaughter's life. Because of this, I myself cannot see my granddaughter because her mother does not allow me to. What can I do to remedy this situation. Also, my son did not sign the certificate during her birth. What can I do to see my granddaughter. I want to be a part of her life.
