Is it time for the United States to severely cut back on its military?

Yeah because 20% of the federal budget is just way too much for the ONE and ONLY specifc job the federal government is supposed to do as spelled out in the Constitution. We need more room for those social programs that already take over 50% of the budget (used from the reference "promote the general welfare").
